- 6 tablespoons all-purpose flour
- 3 1/2 cups milk (divided )
- 1 1/2 teaspoons kosher salt
- 1/2 teaspoon crushed red pepper
- 1 teaspoon Dijon mustard
- Freshly ground pepper
- 2 cups aged cheddar ((about 8 ounces))
- 1 cup gouda cheese ((about 5 ounces))
- 1 pound pasta ((I used rigatoni))
- Chives (as garnish )
