  • 6 tablespoons all-purpose flour
  • 3 1/2 cups milk (divided )
  • 1 1/2 teaspoons kosher salt 
  • 1/2 teaspoon crushed red pepper 
  • 1 teaspoon Dijon mustard
  • Freshly ground pepper
  • 2 cups aged cheddar ((about 8 ounces))
  • 1 cup gouda cheese ((about 5 ounces))
  • 1 pound pasta ((I used rigatoni))
  • Chives (as garnish )
