  • 3 tbsp. unsweetened cocoa powder
  • 1/2 cup sweetened condensed milk
  • 6 ounces semisweet dark chocolate
  • 2 tbsp. shaved dark chocolate, for garnish
  • 1 tsp. powdered sugar, or as needed for garnish
